Ukraine leader Volodymyr Zelensky demanded Wednesday that the world sentenced Russia in a dramatic video address to the UN General Assembly, where US President Joe Biden accused Moscow of violating basic international norms.
Filtering what he calls his condition for peace, Zelensky – one -time leader is allowed to overcome the peak virtually – called 15 times for Russia’s “punishment” for the invasion.
“Ukraine demanded a punishment for trying to steal our territory. The punishment of the killing of thousands of people. Punishment for torture and insulting women and men,” Zelensky said in English in a video that was previously recorded.
With his trademark green military t-shirt, Zelensky received a festive applause in the General Assembly, which had returned directly after two years of Pandemic restrictions.
Zelensky called for a special court to ask for Russian accountability, saying it would be a “signal for all aggressor candidates.”
He also demanded compensation funds, said Russia “had to pay this war with his own assets.”
His speech came a few hours after Russian President Vladimir Putin mobilized a reserve and made a hidden threat to use nuclear weapons, the signs that he was not in a hurry to end the war.
Zelensky explained that he did not see points for direct talks, said Russia only used diplomacy to buy time on the battlefield.
“Russia is afraid of real negotiations and does not want to fulfill fair international obligations. It lies in all people – as typical for aggressors, for terrorists.”
Wooing world on UN reform
Zelensky has become a symbol of resistance in the West, which has responded with broad sanctions against Russia and billions of dollars in military equipment for Ukraine.
But the former actor seemed aware of hatred in developing countries about focusing on Ukraine. He appointed the lack of African and Latin American representatives on the Security Council when he asked Russia to be disarmed from the power of Veto.
Biden also tried to seduce the world to develop, announced $ 2.9 billion more to overcome global food vulnerability – which has been deteriorating since the invasion of Ukraine, a large seed exporter.
And he threw his support behind the seat of the Security Council for Africa and Latin America.
“Russia is shameless -so violates the core principle of the UN Charter,” Biden told the General Assembly.
“Let’s speak clearly. A permanent member of the UN Security Council invaded his neighbor – trying to remove sovereign countries from the map.”
The United States had previously offered verbal support but was a little enthusiastic for years of calls to reform the Security Council. Previously supported the offer by Japan and India.
Biden also promised the United States to “refrain from the use of Veto, except in a rare and extraordinary situation, to ensure the council remains credible and effective.”
Russia in recent years has become the most frequent user of Veto power. The United States, China, France and Britain also enjoyed Veto, the inheritance of the dynamics of strength at the end of World War II.
Russia had previously mocked with a high mind of US on the Security Council, pointing to how former President George W Bush avoided it to attack Iraq.
President Kenya William Ruto, spoke to the General Assembly, welcomed Biden’s comments about reforms as “significant steps towards the right direction.”
French President Emmanuel Macron, who spoke during the general assembly, said that the world must provide “maximum pressure” to Putin whose decision “will isolate Russia further.”
The European Union said the Minister of Foreign Affairs would hold an emergency meeting Wednesday night in New York to deliver Putin’s speech.
The new sanctions “will definitely be on the table,” European Union Foreign Policy Chief Josep Borrell told reporters.
No ‘Cold War’ with China
In the midst of an increase in the global division, Biden also tried to calm the tension with China, a few days after he returned to promise US support for Taiwan if Beijing attacked democracy that ruled himself.
“When we manage the shifting geopolitical trends, the United States will act as a reasonable leader. We are not looking for conflict, we are not looking for a cold war,” Biden said.
